Upon arrival, Molong Wang and district official Chenzhong Liang traveled to the village and found the fields dry and barren. The dam required urgent repairs. The daughter of village kulak Xumei Sun and Kuomintang agent Jiantou Li conspired to incite a series of problems designed to fracture the unity between the two villages and to crack down on the district's new head, Molong Wang.
