A teenage girl, Kuniko Hojo, emerges from the girls’ detention center and is collected by her friends and guardians—Momoko, Miiko, and Takehiko—as she returns to her home in Duomo. Kuniko is being groomed to become the future leader of Metal Age, a resistance organization opposing the government’s draconian environmental policies. A high-ranking authority, Lady Ryoko, is notified of Kuniko’s movements. Mikuni, a girl born into aristocracy, treats Atlas’s highways as her playground. Karin Ishida, a prodigiously talented young computer genius, legally coerces a politician from a third-world nation into signing a banking contract with her Atlas-based company for exceeding carbon emissions. Takehiko, in defiance of the government, burns fuel to celebrate Kuniko’s return. The Atlas Security Corps and the military suddenly attack Duomo. Kuniko and the Metal Age members defend their town, realizing Atlas holds them responsible for an unknown incident. When Kuniko hurls her boomerang at Major Kunihito Kusanagi, it strikes his dagger, triggering a resonance among Kuniko’s, Mikuni’s, and Kunihito’s sacred daggers. A moment later, mysterious black dots appear above Duomo and rain down on everyone, causing mass destruction.
