Luis Garcia said Chelsea need a long term plan if they want success, even with Lionel Messi. He pointed to their habit of changing managers too often, after Chelsea slipped into a four game losing run. Garcia also reminded fans that Chelsea once nearly signed Messi in 2014, but the deal fell apart.
