Candidates Clash Over Artificial Intelligence Regulation

State Sen. Scott Wiener and San Francisco Supervisor Connie Chan debated artificial intelligence policy during a race for California’s 11th Congressional District on Oct. 1, 2026. The event, co-hosted by KQED and the San Francisco Chronicle, was moderated by Marisa Lagos, Scott Shafer, and Joe Garofoli.

Wiener argued that industry self-regulation is ineffective regarding AI safety. He cited his legislative record as the author of California’s first AI safety bill, which included provisions for an AI "kill-switch." Wiener noted that Gov. Gavin Newsom previously vetoed his initial attempt to pass similar AI safety legislation.

Chan advocated for a moratorium on data centers to create time for regulatory frameworks. She questioned the integrity of politicians who receive funding from the AI industry, suggesting such financial ties compromise their trustworthiness.

The debate also featured personal allegations between the campaigns. Chan accused Wiener’s team of releasing an AI chatbot that mocked her, put words in her mouth, and impersonated her voice or persona.

Local Issues and Campaign Finance Dynamics

Beyond technology policy, both candidates addressed local political controversies. They jointly urged prominent local business owner Manny Yekutiel to withdraw from his bid for District 8 supervisor. Yekutiel has been accused by multiple individuals of sexual assault.

Chan highlighted her support from labor unions and described herself as a working mother who has opposed racism and sexism in politics. She noted she has received backing from former Speaker Nancy Pelosi’s fundraising network and Saikait Chakrabarti.

Wiener, a state senator, relies on support from the state and local Democratic parties as well as wealthy tech leaders. Financial reports indicate Wiener has outraised Chan in the contest so far.
