High-Level Diplomatic Engagements

United Nations Secretary-General António Guterres concluded an official visit to Pakistan that ran from October 6 to 8, 2026. The trip involved extensive engagements with the country’s political and military leadership, focusing on international cooperation and regional stability.

On October 6, Guterres met with Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar. During this meeting, Dar reaffirmed Pakistan’s commitment to the UN Charter, multilateralism, and the peaceful settlement of disputes through dialogue.

Dar highlighted Pakistan’s diplomatic efforts toward regional peace during the discussions. He called for a just resolution of the Jammu & Kashmir dispute in accordance with United Nations Security Council resolutions. Additionally, he briefed Guterres on India’s unilateral decision to hold the Indus Waters Treaty in abeyance.

The two officials exchanged views on regional and international peace and security issues. Topics included the situation in Afghanistan and counter-terrorism efforts. They also discussed sustainable development, climate change, and the future of multilateralism.

Later on October 6, Guterres met with the President of Pakistan. This engagement was followed by a Special Investiture Ceremony where the President conferred the Nishan-e-Imtiaz on the Secretary-General, recognizing his service.

Military and Administrative Briefings

The visit continued on October 7 with Guterres calling on the Prime Minister of Pakistan. He also held a series of high-level meetings with key security officials, including the Chief of Defence Forces, the Chief of Army Staff, and the Minister for Interior & Narcotics Control.

During these engagements, the Secretary-General commended Pakistan’s contributions to UN peacekeeping operations. He acknowledged the country's broader efforts in promoting dialogue, mediation, and international cooperation on global stages.

Beyond policy discussions, Guterres visited the headquarters of the United Nations Military Observer Group in India and Pakistan (UNMOGIP) in Islamabad. He also attended a briefing at the National Disaster Management Authority regarding disaster preparedness and early warning systems, highlighting the practical aspects of international security cooperation.

Reflections on Multilateralism

On October 7, Guterres spoke at the Foreign Service Academy on the theme “Strengthening Multilateralism in a Changing World: Geopolitics and the Role of the United Nations.” In his address, he reflected on his two decades of service to the UN, including his tenure as High Commissioner for Refugees.

The visit underscored Pakistan’s support for multilateralism with the UN at its core. It reinforced the country's commitment to the purposes and principles of the UN Charter as it navigates complex regional and international dynamics.
