Centered on a ruthless crew of pirate mercenaries known as the Lagoon Company, the narrative follows their smuggling operations across the seas of Southeast Asia in the early to mid-1990s. Their hub is the fictional harbor city of Roanapur, situated in southeastern Thailand near the Cambodian border.
