Centered on a ruthless crew of pirate mercenaries called the Lagoon Company, the story traces their smuggling operations across the seas of Southeast Asia in the early to mid-1990s. Their hub is the fictional harbor city of Roanapur, located in southeastern Thailand near the Cambodian border.
