In the 1930s, Johnny Kovak joins a local chapter of the Teamsters trade union and works his way up within the organization. As he ascends, his methods grow increasingly ruthless, and ultimately Senator Madison launches a campaign to uncover the truth behind the alleged connections with the Mob.
