When young Victor's pet dog Sparky, the star of his homemade monster films, is struck by a car, Victor resolves to resurrect him by the only method he knows. But the bolt-necked creature he brings back unleashes havoc and fear among Victor's neighbors, forcing him to convince them—and his parents—that despite his terrifying appearance, Sparky remains the loyal, good friend he has always been.
