Satellizer, Kazuya and Rana are bound for a Chevalier base in Alaska when a rescue call pulls them into defending an oil field against a Type S Nova. As the three engage the Nova, a female scientist watches the battle. Joined by Chiffon, Elizabeth and their Limiters, they defeat the Nova, discovering it to be a robot Dummy Nova, a setup designed to test their prowess. Since the West Genetics incident, Novas have been entering their dimension in shorter intervals. In response, the Chevalier sanction the E-Pandora Project, led by Scarlett Oohara, which aims to convert young women who aren’t genetically compatible with Stigmata into Pandoras, despite opposition from figures including Professor Gengo Aoi, Kazuya’s grandfather. At the Alaska base, where the world’s top Pandoras convene, Chiffon introduces Roxanne Elipton, Charles Bonaparte and Julia Munberk, the top Pandoras in Genetics America, France and Germany respectively. Together with Cassie and Chiffon, they form the five premier Pandoras of their generation. After trying their new uniforms, Scarlett explains that the gathering exists to collect data to advance the E-Pandora Project. When Roxanne remarks that Scarlett may have conducted human experiments before the E-Pandora Project was approved, she is confronted by a trio of E-Pandoras.
