Set amid the signs of postwar reconstruction in the winter of 2028, the story unfolds in New Port City as demonstrations over foreign cartel interests escalate. This tension erupts into a riot police shooting, traced back to a cyberbrain infection released by the terrorist 'Fire Starter.' An independent offensive unit led by Makoto Kusanagi entrusts the suppression of the crisis to their ghosts, pursuing their own justice.
