In the tranquil Swedish village of Högboträsk, crime is virtually nonexistent. The local police spend their shifts sipping coffee, devouring hot dogs, and chasing runaway cows. This suits the village's own police just fine, but the police management board wants to discontinue the local police force because of the lack of crime.
