The dark secrets behind Himuro Gentoku's machinations and eventual redemption unfold as three years ago, Gentoku—head of the Touto Institute of Advanced Matter Physics—urged his longtime associate Koji Hotei, the aide to the Touto Prime Minister, that Touto must bolster its military to confront the threat posed by Hokuto and Seito.
