After two years of turmoil sparked by an unidentified disease that eventually comes to an end, the government unveils an experimental trial in which the people themselves act as judges. Kang Yo Han, the presiding judge of the experiment, is renowned for his unforgiving brand of justice. Yet, is justice truly what he intends? The newly appointed presiding judge, Associate Judge Kim Ga On, begins to suspect Judge Kang, whom he admires.
