Alarmed by the frequency of wars on Planet Earth, the Galactic Federation dispatches three agents to assess whether the world poses a danger to the universe and if it should be annihilated. Their weapon of destruction is a device resembling a large black sphere with two antennae, known variously as an anti-proton bomb, a solar bomb, and a neutron bomb. The agents—Captain Bokko, Nokko, and Pukko—initially appear humanoid, but after arriving on Earth they assume the forms of a rabbit (Bokko), a horse (Nokko), and a duck (Pukko), modeled after Earth creatures they had captured as representative life forms. While on Earth, they travel in a tire-shaped high-speed vehicle called the Big Wheel, which can move across land and water and, with modifications, through the air.
