Flávio Bolsonaro Pledges Narcoterrorism Designation and Shield of the Americas Membership

In a televised interview with TV Globo on 16 October, Senator Flávio Bolsonaro outlined a stringent security platform for his presidential campaign, promising to designate three major criminal organizations as "narcoterrorist" entities if elected. The pledge specifically targets the Primeiro Comando da Capital (PCC), Comando Vermelho, and various militia groups operating within Brazil.

This announcement comes nine days before the decisive runoff election on 25 October, which pits Senator Bolsonaro against incumbent President Lula. The proposal marks a significant escalation in rhetorical strategy, aiming to frame the upcoming vote as a binary choice between conventional law enforcement and a militarized approach to organized crime.

Military Coordination and Legislative Hurdles

Bolsonaro detailed his immediate post-election plans, stating he would declare war on narcotrafficking starting in January 2027. As one of his first acts in office, he intends to convene a high-level meeting comprising the commanders of the Army, Navy, and Air Force, alongside state police chiefs.

However, the implementation of such a designation faces legal complexities. Brazilian law currently lacks a separate statutory category for narcoterrorism. Consequently, Flávio acknowledged that labeling these groups would require legislative changes rather than being achievable through presidential decree alone. He previously stated on 23 September that he would need to act in conjunction with Congress to pass the necessary laws.

Integration with US-Led Security Coalition

Beyond domestic legal frameworks, Flávio Bolsonaro proposed aligning Brazil with international security structures. He promised to join the "Shield of the Americas," a US-led security coalition launched by President Donald Trump in March 2026.

The Shield of the Americas signed an accord on 22 September that formally names 24 criminal groups as shared threats. Currently, Brazil is not a member of this coalition. Flávio intends to sign Brazil into the agreement, with a specific focus on the Triple Border region at Foz do Iguaçu.

Under this proposed framework, the region would become the target for coordinated sanctions and financial measures aimed at disrupting the cross-border operations of the identified criminal organizations.

Election Odds and Campaign Context

The announcement occurs amidst shifting dynamics in the presidential race. As of 17 October, prediction markets reflected a strong likelihood of Flávio Bolsonaro’s victory in the runoff. Polymarket assigned him a 76.9% chance of winning, while Kalshi placed his odds at 79%.

These figures suggest that the Senator is positioned favorably as the election approaches, with his hardline security proposals potentially resonating with voters concerned about crime rates and state capacity.
