Leadership Appointment and Strategic Focus
JPMorgan Chase & Co. has appointed Andrew Frame to lead the bank’s critical minerals investment efforts under its $1.5-trillion Security and Resiliency Initiative (SRI). The appointment places Frame at the center of a push to strengthen domestic capabilities in sectors deemed vital to economic and national security. Frame will oversee the bank’s critical minerals strategy across extraction, refining, and processing, identifying investment opportunities and addressing bottlenecks in strategic resources.
Dimon’s Warning on Supply Chain Vulnerability
The move comes as JPMorgan Chase chairman and CEO Jamie Dimon has publicly stated that the United States has become "too reliant on unreliable sources of critical minerals, products and manufacturing" essential for national security. This assessment underscores the urgency behind the bank's 10-year initiative to facilitate financing and investment in industries vital to economic and national security.
Targeting Four Key Sectors
The SRI targets four specific sectors: supply chains and advanced manufacturing, defence and aerospace, energy independence and resilience, and frontier technologies. Within these broad categories, the bank has identified 27 subcategories that require attention, including critical minerals, nuclear energy, battery storage, semiconductors, robotics, and advanced defence components.
Financial Commitments and Operational Structure
A separate $10-billion allocation is earmarked for potential equity and venture capital investments, distinct from the broader financing commitment. Since October 2025, the bank has supported companies through lending, financial advisory services, and selective direct investments within these targeted areas.
Expanding Expertise and Advocacy
JPMorgan Chase plans to recruit additional bankers and specialists to support this expanded mandate. The institution also intends to establish an external advisory council of public- and private-sector leaders to guide its approach. Furthermore, the bank aims to advocate for policies that streamline permitting and reduce regulatory barriers affecting these critical industries.
Geopolitical Analysis
To support its strategic outlook, the bank recently established a Center for Geopolitics to provide analysis of international developments. This analytical arm will help inform the bank's investment decisions as it navigates the complex global landscape of resource security and manufacturing resilience.
