Full Diplomatic Relations Established Between Rabat and Tel Aviv

Morocco and Israel agreed on September 16, 2026, to upgrade their diplomatic missions to full embassies. The agreement includes the appointment of ambassadors, the expansion of air travel between the two nations, and plans for high-level visits.

The deal also outlines economic agreements covering investment protection and double taxation. This development marks a further stage in relations that were formally restored under the Abraham Accords in December 2020.

For Rabat, the normalization of ties with Israel has been closely linked to Washington’s recognition of Moroccan sovereignty over Western Sahara. The United States recognized Morocco's claim in July 2023 under the Trump administration, and Israel subsequently recognized Morocco’s claim in July 2023.

Defense Cooperation and Military Exhibitions

A defense cooperation memorandum signed in November 2021 established a framework for military sales, intelligence cooperation, training, and industrial collaboration between the two countries. This framework has facilitated deeper ties in recent years.

At the Marrakech Airshow in October 2026, Israel’s Ministry of Defence opened its first official national pavilion at a Moroccan defense exhibition. The pavilion presented loitering munitions, autonomous navigation systems, robotic platforms, and satellite communications.

Israeli cooperation with Morocco includes a focus on technology transfer and domestic production. Reports indicate plans for armored-vehicle components associated with the Israeli defense firm Elbit Systems.

Regional Military Developments

Moroccan media reported in June 2026 that Turkish-made Bayraktar Akıncı combat drones had entered service. In September 2026, Spanish broadcaster RTVE reported that a drone operating in Moroccan airspace interfered with a commercial aircraft’s landing maneuver near Melilla airport.

Historical Context of Rabat-Tel Aviv Relations

The deepening ties between Rabat and Tel Aviv have historical roots. On October 23, 2007, Nicolas Sarkozy, then president of France, visited Tangier to promote his proposed Union for the Mediterranean.

During that visit, Sarkozy invoked Morocco’s history of protecting Jewish communities as an example of shared heritage that could underpin Mediterranean cooperation. He stated, “Throughout Europe, Jews were being persecuted, while here in Morocco, they were protected.”
