Smart Politics

A surge in small-town juvenile crime sparks a movement to build a youth center. The project leaders convene with Mayor Phineas Wharton Sr. to discuss purchasing an old warehouse and converting it into the Center. But Wharton intends to buy it for himself to fund another venture from which he would profit. The Teen-Agers Freddie, Dodie, Betty, Lee, and Roy, now enrolled at San Juan Junior College, oppose the plan and push for the Center.
