Disproportionate Processing Rates Between Addition and Objection Forms

During the Special Intensive Revision (SIR) of the electoral roll in Delhi, election officials have processed only 1,238 applications out of 450,000 submitted for voter additions. The processing of 'Form 6' applications has been described as extremely slow over the last 42 days of the revision process.

As of October 18, approximately 239,000 Form 6 applications were received from individuals wishing to add names or apply for the first time after the draft list was released on August 31. An additional 212,000 applications were received between June and August.

Constituency-wise reports covering the period from August 31 to October 11 indicate that while some applications have been accepted, others have been rejected. Less than 1 percent of the total Form 6 applications have been processed during this timeframe.

Re-verification Directives and Objection Data

The Delhi Chief Electoral Officer has issued directives requiring Booth-Level Officers to conduct door-to-door re-verification. This effort targets 4.75 million entries that were removed from the draft list with reasons cited as 'absent, shifted, deceased, or duplicate.'

In contrast to the low volume of addition applications processed, over 5,800 'Form 7' applications were processed during the same period. Form 7 is used for objections or removal requests. The number of processed Form 7 applications is five times higher than that of Form 6 applications.

Timeline and Pending Deadlines

Citizens have expressed concern that pending applications might be rejected after October 30. There is fear that such rejections would cause individuals to lose the opportunity to re-apply before the final deadline for resolving claims and objections, which is set for November 30.

The final electoral roll for Delhi is scheduled to be published on December 4. Questions remain regarding whether the remaining work can be completed in the ten days following the October 18 reporting date.
