India’s Evolving Strategic Neighborhood
Lt Gen (Retd) Syed Ata Hasnain, the Governor of Bihar, has articulated a broadened vision for India’s security interests, stating that the country’s strategic neighborhood has expanded significantly beyond its immediate borders. Speaking on the changing global order, Hasnain noted that India can no longer view its neighborhood through a narrow South Asian lens or confine it to contiguous land borders.
According to the Governor, India’s security interests now encompass a wide array of geographic regions. These include continental borders, the Indian Ocean, the Persian Gulf, the Red Sea, Central Asia, the Bay of Bengal, ASEAN nations, and the Western Pacific. This expansion reflects what Hasnain described as India’s ambition to emerge as an effective middle power in the international system.
The Governor emphasized that India’s strategic approaches must adapt to this wider scope. He declared that the nation’s strategic neighborhood has extended from the Mediterranean approaches to the Western Pacific, signaling a shift in how New Delhi perceives its role in global geopolitics and defense.
China as the Primary Strategic Challenge
In addressing specific geopolitical threats, Hasnain identified China as India’s key strategic challenge. He argued that India’s response to this challenge cannot remain confined to the military domain alone. Instead, he called for an integrated national strategy that combines multiple elements of state power.
This proposed strategy includes military preparedness, economic strength, technology development, diplomacy, and civilizational influence. Hasnain suggested that a holistic approach is necessary to address the complexities of modern strategic competition.
The Governor delivered these remarks while giving the 9th Jasjit Singh Memorial Lecture at the Air Force Auditorium in New Delhi on July 28. The event was organized by the Centre for Aerospace Power and Strategic Studies (CAPSS). During this lecture, he outlined the components required for a comprehensive national response to emerging security dynamics.

Hasnain’s perspectives were further explored in an episode of Times Now’s program "Frankly Speaking." In the interview, host Zakka Jacob spoke exclusively with the Bihar Governor about India’s strategic challenges and the evolving balance of power. The conversation covered India’s ties with the United States and China, as well as the concept of strategic autonomy.
