Cooter described this renewal as being anchored by what he characterized as a deep personal rapport between the two prime ministers. He noted that despite challenges, including a blip in relations over the last two years, security cooperation has been stabilized according to his assessment.
The High Commissioner highlighted the importance of high-level engagement between the nations. Cooter reported that Prime Minister Modi and Prime Minister Carney have met four times since their respective terms began or during relevant periods leading up to these statements.
