Cantinflas is a one-of-a-kind barber who barters with an elderly neighbor, a lawyer by trade, exchanging haircuts and shaves for his legal lessons. He offers guidance to defend the disadvantaged neighborhood in court. His ambitious deputy canvasses for votes against the rival candidate, Don Próculo, who is rejected by everyone except his own bodyguards. Don Próculo will employ cunning tricks to win the council election, and also pursue the love of Sarita.
