Lopitos, horribly inefficient yet razor-sharp, is invited because the incumbent ambassador’s superstition that thirteen diners at table invites misfortune. He attends a banquet that gathers ambassadors from the two superpowers. News of a series of coups d'état in Los Cocos interrupts the meal, and Lopitos is elevated to official ambassador. At a summit of world leaders, the representatives of the two powers court the loyalties of third-world diplomats to tilt the balance of global power in their favor. The last diplomat to remain unaligned, Lopitos nevertheless harangues the superpowers for infringing on the rights of developing countries to self-determination, speaking as a citizen rather than as ambassador, for he has arranged his demise as ambassador one day before his speech.
