

The Minister and Me
Mateo Melgarejo serves as a notary public and scribe for the illiterate residents of Santo Domingo, a neighborhood just north of Mexico City's Zócalo. A squatter friend seeks his assistance in negotiating with the land census bureau to regularize a land title. After contending with persistent government bureaucracy, he pens a letter to the cabinet minister and earns an audience. The minister hires Melgarejo to reform the bureau, and the appointee proceeds to lecture the officials on their duties in a democratic society. In the end, he relinquishes the post and returns to Santo Domingo to aid its impoverished residents.
